UN-SWAP 3.0 framework and technical guidance

The 2025 Version

The UN-SWAP 3.0 raises the bar for gender mainstreaming in the UN system, integrating actions from the Secretary-General System-wide Gender Equality Acceleration Plan (GEAP) and elevating the accountability framework requirements on the Beijing Declaration and Platform for Action and the SDG results for the run-up to 2030.

This guidance facilitates entities in the completion of reporting against Performance Indicators under the UN-SWAP 3.0 framework. For each of the Performance Indicators, the guidance sets out:

  • The Performance Indicator itself
  • How to complete the rating for the Performance Indicator, i.e. guidance on what you need to do to report on each Performance Indicator
  • Current practice and examples from across the UN system that will support your entity in meeting and exceeding the Performance Indicators
