The purpose of the Guidelines is to provide guidance on how to consult with and actively involve persons with disabilities and their representative organizations in all disability-specific and general decision-making processes across the UN’s work, as mandated in the UNDIS’ entity accountability framework and UNCT accountability scorecard, in order to enhance the participation of persons with disabilities to reach programmatic and operational goals and leave no one behind. This document provides guidance on how to make participation of persons with disabilities meaningful.

The Guidelines are intended to assist all UN personnel, whether they are working in human rights, sustainable development, humanitarian assistance, peace and security, or operational functions to consult with and actively involve with persons with disabilities and their representative organizations across programmes and operations – from planning and design to implementation, monitoring and evaluation.

The toolkit is developed based on the information gathered from the person with disability, organization for person with disability, CSO and government in Timor-Leste, who work in prevention of violence against women and children. The content in the toolkit is looking at the definition of person with disability, human right, gender, violence and action plan to help training provider conducting the training for service provider institutions.

Guidance on how to develop a UN-SWAP 2.0-aligned gender equality and empowerment of women policy at the corporate level

This Technical Note aims to guide UNCTs on how to mainstream gender equality considerations into planning and programming work as part of their ongoing COVID-19 response and recovery effort.

This Guidance Note provides an overview of the gender equality marker and its application for the COVID-19 MPTF. It offers a checklist of minimum criteria, as well as tips and good practice examples to support gender mainstreaming throughout proposals and ensure applicant UN organizations
accurately apply gender equality marker codes in their submission.

This document provides guidance to UN Country Teams (UNCTs) as they plan, finance, deliver and evaluate their support to countries in achieving the Sustainable Development Goals (SDGs), typically over a five-year cycle.

These guidelines include good practices and recommendations to help guide and support all UN entities to make progress on a better work environment.

Guidance on the steps and content to consider when conducting a UN-SWAP peer review

The Enabling environment guidelines include good practices and recommendations to help guide and support all UN entities to make progress on a better work environment. The “Enabling environment guidelines for the United Nations system” focuses on three thematic areas: workplace flexibility, family-friendly policies, and standards of conduct. The “Supplementary guidance” covers also the areas of recruitment and talent management and includes a section on implementation.

The Guide supports key stakeholders to help facilitate the full inclusion and meaningful participation of women and girls with disabilities. It aims to assist in understanding of the intersectionality of human rights and provides practical recommendations for the implementation and monitoring of two key Conventions: the UN Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and the Convention on the Rights of Persons with Disabilities (CRPD).

This guidance support UNCTs in the application of the GEM within UN INFO and the UNSDCF. The UNCT GEM tracks the resources allocated collectively by the UN system under the UNSDCF cycle, making clear the level of commitment and the degree of resources allocated by the UNCT in support of national GEWE priorities

Together with the Guidance Note on Quality Assurance of Gender Equality Markers (2018), this supplementary guide aims to support UN entities in applying their Gender Equality Markers (GEMs) in an optimal manner. This note elaborates on two Standards that have been the focus of discussion in the last three years: the ‘unit of analysis’ and ‘coding definitions,’ as well as discussing how the coding experience can assist in contributing to gender sensitive programme design.
